Why don't subdivisions with "etc." control?

These subdivisions are referred to in the Subject Heading Manual as "multiple subdivisions".

When assigned to a bibliographic record and controlled, the heading can be partially controlled. The reason that the multiple heading cannot be controlled is because it doesn't match the heading in the established form exactly. This is a byproduct of how the subdivisions are formed and established in the Library of Congress Authority File (LCAF) and how controlling headings function. The solution would be to partially control the heading and leave the subdivision uncontrolled.
