I only want users to use their campus domain emails. Is there a way I can block my patrons from using their personal emails?

Yes, you can use WebValidation in conjunction with the Registration Process or the Change User Information page to require the email to follow a certain domain. Here is a link to the Changing Required Fields documentation and Web Validation Syntax documentation for examples.
