Open Access collections have Maintain WorldCat Holdings set to disabled as the default

This is working as designed. Open access collections are set that way by default because of the nature of open access. Most libraries will not necessarily want to claim that they hold an item that is open access but will still want an open access link to surface for their patrons.
The setting to change this can be found in any collection under Holdings and MARC Records > Maintain WorldCat Holdings.
