Can the Digital Collection Gateway pull items from one location and create links to another?

No. The Digital Collection Gateway constructs links using the URL of the repository it is pulling metadata from for the purpose of linking from WorldCat back to said repository. It is not possible to pull metadata from one repository and have the items then link out to another repository.
