What is the difference between the Item Owner Institution Symbol and Item Primary Institution Symbol objects?

Answer
The difference is how the system interprets item versus title level holds.
At the time a hold is placed, especially if it is a title-level hold, there will be no item associated with the hold, and therefore no Item Owner institution value.
There will, however, be an Item Primary institution as it's referring to the title-level hold.
