Steps
This error happens when an institution already holds the IP address in the Manage IP Addresses section of the Service Configuration.

You can search the WorldCat Registry using the Registry ID number from the error message.

You can then contact the original holding institution that is overlapping the IP you are attempting to add.

Ask the institution to delete that IP address from their Service Config, so you can add it to yours.
